Modernizing the Parole Board in Turks and Caicos Islands

Overview

CEPP is partnering with the Turks and Caicos Islands (TCI) to modernize the country’s parole process and strengthen the fairness, transparency, and effectiveness of parole decision-making. The project, led by CEPP Director Richard Stroker and Senior Manager Cynthia Mausser, builds on CEPP’s long history of supporting parole boards across the United States and internationally by aligning their efforts with best and evidence-informed practices.

During site visits to TCI, CEPP met with key officials interested in improving the parole system, including Governor Dileeni Daniel-Selvaratnam; the TCI Human Rights Commission; Hon. Otis Morris, Minister of Public Safety and Utilities; Jaron Harvey, Director of the Department of Rehabilitation and Community Supervision; and former and current members of the parole board.

Our Approach

CEPP’s work with TCI’s parole board centers on providing practical tools and capacity-building support that promote consistent, evidence-based decision-making. Our technical assistance includes:

  • Revising the policy and procedures manual to reflect modern standards and ensure that the board’s operations are transparent, equitable, and consistently applied
  • Developing a decision-making tool to guide fair, transparent, and consistent parole determinations
  • Creating a comprehensive training manual and “train-the-trainer” program to build local expertise and sustain high-quality parole practices.

Through collaborative site visits and close consultation with parole board members, prison officials, and community stakeholders, CEPP is helping TCI strengthen its parole process in ways that are responsive to the local context and sustainable over time.

The Impact

This initiative represents a significant step toward building a modern, fair, and effective parole system in the Turks and Caicos Islands. By enhancing decision-making tools, updating policies, and providing hands-on training, CEPP is helping to:

  • Improve consistency, transparency, and integrity in parole decisions
  • Strengthen commitment and collaboration between the parole board, the Department of Rehabilitation and Community Supervision, and His Majesty’s Prison
  • Promote fairness and accountability within the justice system
  • Support the successful reintegration of people returning to their communities
