Project
Jasper County Community Corrections Assessment
Overview
CEPP is partnering with Indiana’s Jasper County Community Corrections to conduct a comprehensive assessment of its policies, practices, programs, and staff operations. Grounded in Jasper County’s mission to reduce recidivism and promote responsible, law-abiding behavior, this project examines how current community corrections operations align with evidence-based practices that have been shown to improve supervision outcomes and public safety.
Indiana’s community corrections system was created to provide effective alternatives to incarceration while maintaining accountability and community safety. Within this framework, many community corrections operations offer a wide range of supervision and programmatic services, including residential services, work-release programs, electronic monitoring, community service, skill-building, and day reporting. CEPP’s assessment is designed to review which services are implemented consistently, effectively, and in ways that address criminogenic needs, consistent with best-practice research.
The project will result in actionable recommendations that support Jasper County Community Corrections’ vision and promote consistent, research-informed practices.
Our Approach
CEPP is partnering with Jasper County Community Corrections through a structured, collaborative assessment process designed to support continuous improvement and alignment with evidence-based practices. Our approach draws on decades of experience working with jurisdictions nationwide and emphasizes both organizational effectiveness and real-world application.
Through a combination of document review, stakeholder engagement, and comparative analysis, CEPP is working with agency leadership to understand how policies, practices, and programs operate day-to-day and where opportunities exist to strengthen outcomes. The assessment considers core elements of effective community supervision, including decision-making frameworks, workforce capacity, staff support and training, program alignment, and responses to behavior change.
Findings are grounded in national research and informed by lessons learned from comparable jurisdictions, allowing recommendations to be tailored to the local context while remaining consistent with best practices. Throughout the process, CEPP is emphasizing transparency, collaboration, and practical implementation.
CEPP will deliver a written assessment that synthesizes observations and actionable recommendations, providing agency leadership with a clear foundation for strategic planning, policy refinement, and future improvement efforts.
The Impact
Through this assessment, CEPP will help Jasper County Community Corrections:
- Strengthen alignment with evidence-based supervision and behavior management practices
- Improve consistency and effectiveness in case management and programming
- Ensure staff roles, training, and policies support high-quality supervision
- Enhance the use of cognitive-behavioral and skill-based interventions
- Support data-informed decisions that reduce recidivism and improve community well-being and safety
The resulting recommendations will provide Jasper County Community Corrections with a clear roadmap to strengthen operations and improve outcomes for people under supervision and the broader community.
