Comprehensive Framework for Paroling Authorities in an Era of Evidence-Based Practices 2nd Edition
Overview
In 2008, the National Institute of Corrections (NIC) released a first edition of their paper entitled A Comprehensive Framework for Paroling Authorities in an Era of Evidence-Based Practices. This paper outlined a variety of emerging evidence-based research information and practices and encouraged paroling authorities to consider and embrace this information as they engaged in their important work. Since 2008 many paroling authorities have applied evidence-based research and information to their efforts and have made significant modifications to their parole release decision making and violation decision making practices. This 2nd edition of the Comprehensive Framework for Paroling Authorities in an Era of Evidence-Based Practices will outline and reflect many of the new policies and changes adopted by paroling authorities, and provide a guide for paroling authorities that wish to make greater use of evidence-based research information in their decision making practices.
Our Approach
CEPP is working with NIC to develop a modern, second edition of this publication that will synthesize the field’s literature and research from the past decade or more and provide practical resources to guide paroling authorities in their use of evidence-based decision making and release practices.
The document will capture the present-day context of parole practices across the country; present contemporary knowledge of evidence-based, promising practices; and provide practical tools, resources, and checklists to guide paroling authorities in their efforts to deliver successful outcomes.
The project will initially start with discussions between CEPP and NIC and a review of the current publication as well as relevant and contemporary literature and research. CEPP will gather information regarding current paroling authority practices and convene an advisory committee with experts in the field. By the end of the project, CEPP will deliver a final document to NIC that will eventually become a desktop guide.
The Impact
Parole board members and individuals interested in the work of paroling authorities will benefit from the evidence-based research and emerging practices information provided in this 2nd edition of the Comprehensive Framework document. Given the significant number of individuals impacted by parole board decisions and the consequences associated with parole decisions, it is imperative that critical, timely, and relevant information be provided to paroling authorities in a manner that is easy to access and digest. This document seeks to accomplish those objectives.
