Jenna Mackey
Program Manager
Jenna Mackey is a Program Manager with the Center for Effective Public Policy (CEPP). She provides training, technical assistance, research translation, and resource development support to justice system agencies seeking to strengthen decision-making practices and improve outcomes. Ms. Mackey plays a leading role in CEPP’s Parole Board Standards project, where she develops and co-authors global standards for parole board decision-making in partnership with the Association of Paroling Authorities International (APAI), and contributes to the Advancing Pretrial Policy and Research (APPR) initiative through technical assistance support and resource development. She has developed a wide range of national tools, resources, and educational materials for probation, parole, and pretrial practitioners, and regularly presents on behalf of CEPP at national conferences and professional forums, including those hosted by APAI and the American Probation and Parole Association (APPA).
Ms. Mackey has held positions in criminal justice at the federal, state, community, university, and nonprofit levels for over 15 years. She was a Program Director with the Indiana Department of Correction, where she oversaw the implementation of evidence-based practices across the state’s adult prisons. A former consultant for the University of Cincinnati Corrections Institute, she collaborated with agencies across the country to implement evidence-based supervision practices. Ms. Mackey also has years of experience delivering direct supervision and services to adults on probation and parole. She graduated summa cum laude with a BA in psychology from the University of Nebraska-Omaha and summa cum laude with an MA in forensic psychology from Marymount University (Virginia).
